I’m guessing it’s created with stock images and fluid dynamics in a 3d programme, and rendered out at high resolution for days, with a lot of production.

3d + RealFlow thing as Rav said for sure. + some monster hardware to handle RF with this kind of complexity..
Or I guess, some pre-shot video footage might’ve been involved too.
